Section 106 Funds

Following the completion of two housing development sites, Gnosall Parish Council is entitled to £111,047 of funding, that is now being held by Stafford Borough Council, and can be released to Gnosall Parish Council to fund projects that meet the Section 106 criteria.   The actual wording of both Section 106 agreements for the Knightley Road development site and the Lowfield Lane development site is:

The OFSOS Contribution Purpose means provision or enhancement of Offsite Open Space within a catchment area which includes the Development of the type to be provided as defined by the council’s open space strategies from time to time and any subsequent revision of them.

Therefore the funds can only be spent on offsite open space areas where the Parish Council can demonstrate there is a need.   

The Parish Council has 10 years to claim this money and discussed various suggestions at a recent council meeting.    Council agreed to use some of the money to enhance the Chippy Jumps area with new play equipment and suppliers have since been met and asked to provide ideas and plans on how this area could be developed.  Council also agreed to use some of the money to resurface the play area car park (off Brookhouse Road) and purchase a cycle pump to assist cyclists using the cycle route within this parish. Parishioners will be consulted on the re-development of the Chippy Jumps once suppliers have sent the Parish Council their plans.

The Parish Council also agreed not to use all the money at once, but to save some for future maintenance or redevelopment of other areas and will, each year, revisit this and decide whether any of the funds being held by the Borough Council should be claimed.  There is a very detailed process to follow and strict conditions have to be adhered to. This is something new for the Parish Council and should plans change, or ideas not be accepted by The Borough, parishioners will be kept informed but the Parish Council will endeavour to obtain all monies that the parish is entitled to from development sites.
